Use Permit + Feasibility Experience
Every use permit begins with determining whether the proposed project makes sense for the intended site. TOPA evaluates the proposed use, building or site conditions, zoning, occupancy, access, parking, life-safety, accessibility, and other factors that may affect feasibility or approval.

Early programming and test fits can help determine how well an operation will function within an existing building. If a location is not viable, we document those findings before the client incurs the cost of pursuing a full permit. When brought in early, TOPA can also evaluate multiple sites and help identify the location best suited to the client’s needs.

Planning + Agency Coordination
TOPA stays closely involved as projects move through planning, building, fire, and other agency reviews. Our experience includes work with Santa Cruz County, Santa Clara County, the City of Santa Clara and the city of San Jose, giving us direct experience with a range of local approval processes.

When useful, TOPA may recommend a pre-application to better understand a jurisdiction’s position before significant time is invested in a full submittal. We coordinate drawings, forms, consultant information, and supporting documentation so the initial package is as complete as possible, and we attend required hearings to help support the project through the approval process.

From Approval to Building Permit
A use permit is often only one part of the process. TOPA can continue with architectural design, tenant improvements, permit documentation, consultant coordination, and construction administration, creating continuity from early feasibility through occupancy.

Complex + Emerging Uses
TOPA has experience working with jurisdictions on uses that are evolving faster than the codes that govern them. We were helping cities permit battery storage, R&D, and similar technical facilities before building and zoning codes had fully caught up. Today, we are applying that same experience to data infrastructure and other emerging project types.
